Job Summary
The Human Resources Generalist is responsible for human resources programmatic and operational support to the agency. This individual serves as a point of contact to staff on issues related to human resources including staffing and recruitment, benefits and compensation administration, performance management, employee relations, training and development and HRIS, and works closely with the Human Resources Manager to ensure accurate, responsive, high-quality human resources support that employs the best practices and continuously raise the bar of excellence. The position has a broad range of responsibilities and considerable independence.
Responsibilities:
- Review and provide guidance/coaching to managers, supervisors and employees dealing with a diverse range of work-related issues (including but not limited to employee relations, labor relations, interpret personnel policies and procedures, and disciplinary action).
- Maintain training programs, including safety training, and management/supervisory training.
- Develop programs, procedures, and process to ensure compliance with FMLA, FLSA, ADA, HIPPA, Texas Pay Day Laws etc.
- Facilitate the agency’s performance management and professional development process, including communications and timeline to all staff status of evaluations, and individual development plans.
- Maintain HRIS system (electronic and paper) to include inventory and maintenance of all employee files. Ensure files meet federal and state standards.
- Coordinate the agency’s recruiting process (including but not limited to initiating requisitions, reviewing job descriptions, posting & sourcing open positions, scheduling interviews, completing offers and the pre-employment processes).
- Investigate claims of serious health conditions to explore reasonable accommodations issues. Makes recommendations to the Human Resources Manager.
- Create, compile, manipulate and analyze data reports for external and internal purposes; enters or modifies data; writes queries and develops reports from HRIS, and supplies information to requestors as needed.
- Administer the agency’s benefit plan and compensation plan; explains benefit programs, provides written benefit materials, consults with employees, verifies benefit enrollment, and provides administrative support to Worker’s Compensation and Modified Work programs.
- Conduct monthly audits to ensure that all documentation is in compliance with federal, state, local and grant performance standards.
- Conduct exit interviews.
- Manage the Texas Workforce Commission unemployment process by providing requested documentation and participating in hearings.
- Investigate work-related injury claims, and makes recommendations using sound, rationale support.
- Visit the agency’s off-site locations to ensure the compliance of proper and necessary documentation maintenance.
- Ensures a safe and healthy environment for all agency staff.

Qualifications and Requirements:
Bachelor’s degree in Human Resources. PHR certification a plus.
ADP/WFN – Required and how it has been used within the HR department
Minimum of three years progressively responsible experience. Any combination of experience & education which provides the required knowledge, skills & abilities.
Prior experience working with multiple departments, demonstrating the ability to manage sensitive, confidential information on a regular basis. Demonstrates good knowledge of Microsoft Office including Word, Power Point, and Excel. Advanced experience in Excel is required. Demonstrates strong functional knowledge of a HRIS system (ADP is a plus).

The base pay range for this position is $30.05, excluding benefits, bonuses, or other compensation. Your final compensation will depend on your skills, qualifications, experience, location, and internal pay equity. Please note, hiring at the top of the range is uncommon to allow room for future growth.
