Job Description
The Director of Finance & Administrative Services provides executive leadership for the Accounting & Finance and Supply Chain Services departments of a multi-utility municipal organization. Reporting to the General Manager and serving on the senior leadership team, this role directs financial strategy including budgeting, forecasting, debt issuance, investment management, rate design, and risk oversight. The position also oversees coal and natural gas procurement supporting electric generation operations and major capital initiatives. This is a highly visible, board-facing leadership role responsible for long-range financial planning, regulatory compliance, and ensuring the Utility’s continued financial strength and operational excellence.

Responsibilities:
• Lead all accounting, financial reporting, payroll, budgeting, forecasting, investment, debt management, and internal control functions in compliance with GASB, GAAP, and regulatory standards
• Oversee supply chain services including purchasing, inventory management, public lettings, competitive bid processes, coal procurement, natural gas contracting, and fuel transportation logistics
• Direct cost-of-service studies, rate design recommendations, capital financing strategies, and long-term financial planning for electric, water, and telecommunications utilities
• Prepare and present financial reports to the Board of Trustees and chair Audit/Finance Committee meetings while maintaining relationships with auditors, bankers, advisors, and rating agencies
• Serve as Risk Manager, overseeing insurance programs, regulatory compliance, and financial controls while supporting continuous improvement and organizational development initiatives

Qualifications and Requirements:
• Bachelor’s degree in Accounting or Finance required; CPA and/or MBA preferred
• Minimum of eight years of progressive financial management experience, preferably within a municipal or utility environment
• Strong knowledge of FERC, GASB, GAAP, municipal bond financing, investment vehicles, and utility rate structures
• Experience with MISO or similar electric markets, cost-of-service methodologies, and telecommunications financials preferred
• Executive-level communication skills with the ability to translate complex financial data into clear Board-level presentations

The base salary range for this position is $158,000–$197,000, excluding benefits, bonuses, or other compensation. Your final salary will depend on your skills, qualifications, experience, location, and internal pay equity. Please note, hiring at the top of the range is uncommon to allow room for future salary growth.
