Your New Role:
Under general direction, the Procurement Specialist performs technical and administrative duties related to the procurement of materials, supplies, services, and equipment for a public housing agency. This temporary position provides direct support to procurement management and plays a key role in ensuring compliance with agency policies, HUD requirements, and public procurement regulations.
This role is ideal for a detail-oriented procurement professional who is experienced in public-sector purchasing and enjoys working collaboratively across departments.
Responsibilities
Procurement Analysis & Compliance
- Review and analyze agency-wide procurement activity across commodity classifications
- Assist the Director with the design and preparation of analytical and management reports
- Develop and apply analytical procedures to evaluate compliance with procurement policies and procedures
- Perform cost and price analysis for non-contractual items
- Ensure agency departments adhere to proper procurement and contractual procedures
Bidding, Contracts & Vendor Management
- Prepare bid specifications and Requests for Bids (RFBs) in accordance with established procedures
- Monitor bid activity through Purchase Orders generated in the Yardi software system
- Maintain the Contract Register in Yardi and prepare monthly reports for Board of Commissioners meetings
- Monitor project and contract progress and recommend approval or withholding of interim and final payments
- Evaluate vendor performance, including timeliness of deliveries
- Identify, contact, and solicit potential suppliers and support maintenance of the approved vendor list
- Participate in vendor trade shows to support vendor outreach and recruitment
HUD, MBE & Section 3 Reporting
- Identify and report Minority Business Enterprise (MBE) and Section 3 contracting opportunities
- Assist with preparation of required MBE reports for the U.S. Department of Housing and Urban Development (HUD)
- Consult with procurement personnel regarding market conditions, competitive bidding, and MBE/Section 3 participation
Training, Coordination & Administrative Support
- Train and audit designated staff on purchasing procedures, including off-site properties
- Coordinate agency-wide events to ensure procurement compliance
- Attend agency meetings related to contracting and procurement services and programs
- Provide backup coverage for administrative staff and perform administrative duties as needed
- Complete special projects and other related duties as assigned
Requirements & Qualifications:
- Bachelor’s Degree in Public Administration or a related field
- One (1) year of experience in public-sector procurement
OR an equivalent combination of education, training, and experience - Knowledge of public procurement policies, procedures, and compliance requirements
- Experience with procurement or financial systems (Yardi experience preferred)
- Ability to speak and translate Spanish is preferred

In the spirit of pay transparency, we want to share the base salary range for this position is $24.23 hourly not including benefits, potential bonuses or additional compensation. If you are hired, your base salary will be determined based on factors such as individual skills, qualifications, experience, and geographic location. In addition, we also believe in the importance of pay equity and consider the internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is the full base salary range for the role. Hiring at the maximum of the range would not be typical in order to allow for future & continued salary growth.
