The challengeÂ
Shurtape Technologies required a staffing partner capable of supporting large-scale, multi-site operations while addressing persistent workforce challenges such as non-competitive wages in tight and saturated labor markets, seasonal workforce fluctuations, and supervisor difficulties in managing a contingent workforce, all while working to overcome a limited employer-of-choice perception. Collectively, these challenges negatively impacted attendance, retention, and overall workforce stability.

The Reserves Network implemented an embedded, relationship-driven workforce strategy focused on accountability, engagement, and long-term improvement by establishing a consistent onsite presence to support supervisors, improve communication, and resolve real-time issues for contingent workers, while also building strong partnerships with senior leadership to address wage competitiveness and align workforce strategy with market conditions. In addition, an attendance improvement program was introduced, increasing attendance from 54% to 84% and significantly boosting productivity and shift coverage, alongside partnerships with local community organizations to strengthen the talent pipeline and enhance Shurtape’s employer brand in highly competitive markets.
